Even though
the person asking may be the student's parent, FERPA considers students
in secondary education to be adults regardless of how old they are.
Therefore, you are not permitted to give out grades or any other
form of non-directory information.
FERPA Rule:
You must assume
that the student is an adult who is entitled to privacy, even from
parents. Parents may assert their rights to the records if the student
is a dependent according to the tax code.
